MEffect 2 questions?

Just wondering how to get to the cital tower in ME2? In ME1 I let the council die, so is that not gonna let me get to speak with them or? Everytime I try, first I go to capt. bailey and then he says take a public shuttle? wheres the shuttle? everytime I go to the citadel, the only areas available are the zakera ward's 3 floors, and the little area of the human emby? I already spoke with udina and anderson. is that it or do I need to go further into the game? I recruited everyone except Tali, and I did the missions all the way up to the mission where you need to get the IFF drive? I feel like I'm missing something...?
