Why does my engine "Lope."?

1991 Chevy Lumina Euro, 3.1. Service engine code 43. While slowing down for a stop the engine will lope. RPM drops to 500 then up to 1250, only while car is moving. When completely stop idles fine. Does this if in drive or in neutral.
